If land was donate 22 years ago . And the person that donated the land does a reverse mortgage and includes50 feet of donate land .can they do this

No. If the land was donated in a valid Act of Donation, ownership changed to the donee and that original donor no longer owns it and can't mortgage it. The mortgage would not be valid.
