Legal Question in Real Estate Law in Louisiana

The mayor of a small town in Louisiana purchase a two acre tract that is land locked by my property. The mayor claim he purchased the property to build a WW II mermorial. Can he force me to give him a two lane road ROW. I feel that this road will devalue my property since my property is very narrow. My son also has a residence on this property and due to a recent interstate hwy the mayor would have to utilize the access the property close to my son drive way.

I don't think it matters whether he is the mayor or not, a landlocked piece of property has a right of ingress and egress to the nearest public road. It does not allow him to build a 2 or 4 lane highway.
