When moving in a leased apartment through a leasing company, is it legal for them to change the locks so the new tenants feel safe? And is it the responsibility of the last renters to pay for the new locks? Thank you

Locks are often changed for new tenants. The lease agreement would have to indicate that a new lock charge was the tenants responsibility.
