Legal Question in Real Estate Law in Louisiana

There is a neighbors water line running through my yard. I called the water company and they said it was not one of their lines. THe previous owner of my house okayed them to do it. I am redoing my front yard, putting in needed culberts, etc. This line is going to be broken by equipt. etc. The water co told me I could not cap it. But it will be torn up and it needs to move. It is probably not up to code, tiny little line about 5 in from top of soil and running through other neighbors ditch on top of ground. Do I have to pay to have it moved? Am I responsible if it gets broken?
