Planning and zoning

My city has a ordinance that does not allow On frame modular Homes. These homes are built to meet all codes that is required for any structure, can I be legally denied this affordable housing even if it meets codes??

Yes, unless you file a suit to declare the ordinance illegal, or unconstitutional, and the courts agree with you.
