Property lines
If a person buys a house with a fenced yard and that fence is 6 inches inside the property line, does the neighbor have any rights to that fence as far as leaing something against it, or hanging a plant from it????

You probably should have built your fence on the property line because now you have to deal with this issue about 6 inches. Eventually, you may lose those 6 inches if your neighbor is smart. But if you want, you can seek a court order that your neighbor not encroach on your property by doing the things you describe. That would also help keep those 6 inches for you.
