Legal Question in Real Estate Law in Louisiana

I recently purchased some hunting property. Myself and several other landowners have to pass through on another landowners road to reach our property. This is a dirt road which has been present for many years as a way to reach these properties. This landowner has put a locked gate over the road and given each landowner 1 key to the gate. However, I have actually been locked in before when he changed the lock. Good thing I was not having a medical emergency! He has now put time restrictions on when we can pass through the gate, only from 11:00a to 2:30pm. This prevents me and several other landowners from going to our property or camps after work unless we wait until after dark. My question is can he legally lock this "right of way" and restrict the time other landowners can pass through? Just want to know what my rights are as a landowner.

This road is an easement-a right to access your properties. If a locked gate is placed across this access, all property owners must be given a key. There can be no restrictions as to times of access.
