i am renting ahouse to someone that never pays rent on time what are my legal rights.

Eviction. If they fail to pay rent, file for eviction. Depending on your lease, you may or may not have to give them a notice to vacate first (your lease may waive the requirement). Remember, though, once you file for eviction, do not accept any rent, or the Court will dismiss the eviction.
