when a succession fails to get all parties to sign, what should the next step be to getting the land?

If all parties do not agree to a division of property, the court can be petitioned to make the division.

All parties do not have to sign in order to file the succession. If they want to sell property after the succession is opened, and they do not all agree, then you ask the court to put the property up for sale.
