Legal Question in Real Estate Law in Louisiana

I have a tree in my back yard, some of the limbs hang over into the neighbors yard. Can the neighbor hire a professional tree service and bill us?

He has the right to demand that you trim any tree that interferes with his enjoyment of his property (causes a danger to his property, etc.), but he must ask you to do it first. He can't just hire someone without first asking you to do it.

You can research the issue yourself, if you like. Look at the Louisiana Civil Code. Somewhere in the 600's (there aren't that many articles in that chapter and there is an index), you will find several articles dealing specifically with trees on adjoining property. You can find the Code in any library, especially a law library.

If I remember my zip codes correctly, you are near LSU. Go to their library and look up the Code articles there.
