Public Nudity and Harassment?
Recently, a man masturbated in his front yard. Is this public nudity? And if he constantly asks my 10 year old daughter to come over, is this harassment as well? Do I have a case? Thank You!

It could violate several misdemeanor and felony criminal statutes: public nudity, lewd and lascivious behavior, attempted child molestation, contributing to the delinquency of a minor...The list goes on. You should call the police and have the man arrested and charged.
It could also actionable in civil court, but it should be handled by the authorities first.
