if you were born disabled,does ssi pay from birth till dealth?the payments did not start ontil her 18th birthday?(disablity is spina bifida)

No. From birth you are the responsibility of your parents and not the government. SS is something you pay into once you start earning wages. However, if you had no parents who supported you, then you may have been eligible for benefits under a number of programs. After you turn 18, and are considered an adult, if you are unable to work, and therefore unable to contribute to SS, then you may be eligible under SS disability.
