Legal Question in Traffic Law in Louisiana

if the city decides they would like to start towing cars for being parked in certain places or certain distances from say stop signs aren't they required to make the public aware of this by either placing markings on the ground or by some sort of signage?

They make the public aware of many parking laws by signs (such as a "no parking zone" or "loading zone"). However, that is only in situations where you have a special "zone" or area that requires signage to allow the public to know the rules for that zone. Parking laws are contained in the City Code or Parish Ordinances and their publication is all the notice that is required. If the law can be understood and enforced without a sign (such as the law that you can't park in front of a fire hydrant or on a street corner or in a travel lane), no sign or other marking is required.

I don't always like it myself. I just had to pay a ticket for parking too close to a fire hydrant last month. However, I looked up the ordinance and the ticket was warranted.
