Legal Question in Traffic Law in Louisiana
i had a drivers license in Alabama. before moving from Alabama i got a ticket for running stop sign and no insurance. i never went to court on it. when i went to transfer my license to Louisiana i was told there was a block. my Alabama license expired 5 yrs ago. can i apply for a Louisiana license now without a problem?

Unlikely. You should contact an attorney in Alabama that handles traffic tickets and get the tickets there taken care of. They will then release the block against your license. Most attorneys would be able to handle it for you without your having to go back to Alabama and they could probably settle the matter without having any marks on your driving record.
