Legal Question in Traffic Law in Louisiana
I received a speeding ticket for 77 mph in a 55 mph zone. The officer also put careless operation. When I asked about it he said that it was mandatory for them to put careless operation if going 20 mph or more over the limit. Is this correct or a justification for them to charge more money because he said the tickets would be moved to non moving violations if I paid it?

I'm not sure about it being "mandatory" for them to charge you with the offense, but the law does hold that going 20 MPH over the speed limit does also constitute careless operation and the charge is a valid charge, based on those facts.
