Is it legal for 4 minors to go on an out of state road trip with parental consent?

There are several issues here to consider. First come one of the minors has to have a drivers license that allows him to operate a motor vehicle. Some drivers licenses have restrictions for daylight operationally if the driver is under a certain age. The second issue it is whether or not minors can travel from one state to another. Consider this-you live in a town that is on the border between Louisiana and Mississippi. Your 16 year old son walks down the road to the 7-11 which just happens to be in Mississippi right over the state line. Now imagine three of his young friends went with him. What law have a broken? None. It seems to me that in the United States, anyone has the right to travel from one state to another. Whether they are walking, bicycling or legally operating a vehicle, they can go wherever they want. Have a great summer.
