Legal Question in Traffic Law in Louisiana
If a street is designed with one lane of traffic with a parking lane designated to the right side of the travel lane....here is my scenario.......vehicle 1 is in front of vehicle 2 at the intersection & is preparing to make a right turn. vehicle 2 pulls into the vacant parking lane & makes the right turn causing the two vehicles to collide. who is at fault & what law justifies the citation.

The second car is at fault and should have been found so by the police. He was not travelling in a designated travel lane. Just because there is room to drive on a shoulder or parking lane doesn't make it a travel lane or turning lane.
