Legal Question in Traffic Law in Louisiana

i hit someone on a privated lot the office gave both of us a paper to fill out do this mean that we have to fill on our own ins. or do i allow her to fill on mine.

While you are generally required by your insurance agreement to report any accidents, if the person you hit calls your insurance company to file a claim against your liability policy and there is no report of the accident filed already, your insurance company will simply start a file on the claim at that time.
Now, if you are looking to file a claim for your own damages (either against your own uninsured motorist insurance policy or the other person's liability policy), you will need to file that yourself.
