If an adult handicapped person is residing in the family home and his parents die and he inherits an undivided portion of the home, sharing with his siblings, does the fact of him being handicapped provide for him a lifetime usufruct of that home?

Not unless the will provides for the Usufruct. Usufruct is for a spouse whi is co-owner of property so they cannot be forced to sell the community property.
