My father died last September. My siblings understand the usufruct, division of property, etc. My mother has purchased a new home and will leave the home she shared with my father empty. The shared home is on property that my father inherited from his parents. When I asked my mother if I could purchase the house and property (with permission from my 2 siblings), she stated that my father's brother and sister have the righg of first refusal because that's how the papers were drawn up. Is that still the case even though my father is deceased and I'm his heir that wants to purchase the house/property?

If no succession was done you need one.
I would also suggest getting a title opinion. It could be that your father's siblings had some inheritance rights from their parents. It is better to spend a little for the information than buy your siblings out and then learn that other owners exist.
