my brother and wife are decease, they had no children, they had a will stating to each other, he died first and she died second, who do the estate go to

To get an accurate answer to your question, you need to have an attorney review both wills to determine who they named as contingent beneficiaries. Also, if they died within a short time of each other, many wills have a special clause that affects how the property passes in that event. Without looking at the wills, and knowing the dates of death, I am unable to give you an answer to your question.
