Before becoming executor of the estate, beneficIary, requested fegli insurance payout and never notified the heirs of the decedent .Is this fraud and if it is please state the law

The proceeds of a life insurance policy are paid to the beneficiary named in the policy, and are not part of the decedent's estate. So the beneficiary of the FEGLI policy had no obligation to tell the heirs about it.
