I need to know what the procedures are to get power of atty for my father since he is incapable of making legal decisions due to Alzheimers

If your father is incapacitated, he may not have appropriate capacity to sign a Power of Attorney.
If that is the case, you may need to look into a Conservatorship and Guardianship proceeding in Court. You should consult with an attorney experienced in this area for further answers.
Re: Father is incapable of making decisions
I have always taken the position that if someone is incapable of making decisions for himself/herself, then a power of attorney does no good because they are incapable of understanding the act.
If you feel your father is incapable of making rational decisions and is a danger to himself (financially, emotionally, and/or physically), it may be time for an interdiction.
