My father & Mother had a will prior to his death, I was named POA and Exec. Can my mother write a new will that take the place of my dads will?

Wow. Your question has so many problems, I'm not certain where to start.

A power of attorney dies with the principal. So, if you had a power of attorney for your father, that ended at his death.

Your mother cannot change your father's will either before or after his death. His will is his will alone and nobody else has any say in it.

If you are the named executor of your father's estate, you should open his succession immediately. You need to consult an attorney in your area who handles successions.
