My grandfather is not the power of attorney on his mothers will. Does he still have a legal right to view the will?

Yes. He can also request that the local clerk of court inform him if the succession is opened.

By the way, the term I think you were looking for is executor. A power of attorney dies with the principal. It becomes invalid immediately at the moment of death. The will should name an executor, who will be in charge of running the estate and putting the legatees (heirs) in possession of the decedent's property.
