Inheritance to Mentally handicapped step-son

I intend to leave a portion of my life insurance policy to my mentally handicapped, adult step-son who lives in Louisiana. He works part-time and I believe he receives assistance from the State. If I leave an inheritance to him will the State of Louisiana be entitled to seize the monies because they provide for him to a certain extent?

You would need to create a special needs trust so that he remains medicaid eligible, otherwise, an inheritance might make him temporarily ineligible for medicaid benefits and assistance.
