Legal to read will without all heirs present?

My Uncle died in February, He never married or had any children. He left one of his neices as excutive of his will, when she opened a succession on his will she brought 4 of the 10 possible heirs with her and the will was discussed at that time is this legal?

If all they did was talk and she didn't interfere with anyone's inheritence then there is nothing illegal about her actions.
