Power of Attorney's Rights

Is it legal for the power of attorney to remove money from and deceased individuals account to pay bills before the account is frozen?

A person given a power of attorney (the Agent) has no more authority than the person who gave the authority (the Principal).

Once the Principal dies the Agent's authority dies with the Principal.
