if a will is drawn in the State of Texas, will it suffice in the State of La only with an added codicil with change of address

It should be, but the problem is that Louisiana has much different succession laws from other states and some of the inheritance laws are much different here than other states (such as forced heirship and community property issues). If you now live in Louisiana, you should consider re-drafting your wills by a Louisiana attorney. the cost is generally inexpensive from most attorneys. However, if you can't or won't do that, the codicil should be valid, so long as it is in valid form.
