If after 10 years on worker's compensation, I was declared totally and permanently disabled, is a settlement of $97,000 a fair settlement, considering I can never work again?

The settlement is actually, the 10 years of WC compensation and the final settlement. Settlement amounts are governed statutorily, so it depends on the nature of the injury and why you are considered pemanently disabled.
