Legal Question in Disability Law in Maine

Disability descrimination

He is disabled as far as the state is concerned. He has worked for a local newspaper in the past delivering newspapers. He contacted his former boss who gave him a contact and a reference. After arranging to meet this person to do a route he recd a msg indicating not to bother as he had heard my husband had a leg problem and he had 2 other applicants without such a problem. Is this legal?
