do I need a license for a non-profit promotions company?

To operate as a non-profit, you need to register with the state. You will need a board of directors, and bylaws for the organization. If you are looking to be tax-exempt, you need to apply to the IRS.
Then depending on what activities you plan to do, you may need specific licenses.
