illegal moving of property by third party
The building owners of where I work decided to pave the parking lot while I was away on business at the last minute (no word or discussion prior). They gave the paving company permission to move my parked&locked vehicle. Upon returning from my trip I discovered almost $1000 in damage to the vehicle. The owner was aware I was away and knew me personally....
Who is at fault, the building owners or the paving company?
Also, I am currently in discussion with the building owners to give them the total damage numbers. I don't feel I should have to wait/deal with the paving company to get these repairs paid for.

Based upon the facts as you have stated them, both the owner and the paver may be responsible. The owner allowed its agent to move (and ultimately harm) your vehicle, and the paver is the party that ultimately committed the act in question. Ideally, you would want to go after both. They can decide who pays what portion between themselves.
