i purchased an item on ebay shipped by ups they distroyed it where do i get this resolved and whom is responsible by whatmanner do i get response if neither usp or seller will respond

If the item was not insured, UPS will likely not be liable. If the seller packaged it poorly, he/she should be responsible, however, given the relative value of the loss and the costs associated with pursuing someone who ignores their responsibility across state lines this may be difficult.
My understadning of Ebay is that they have tools in place to satisy legitimate claims such as yours. I think they even have a buyer protection plan of some sort that you should pursue. Also many credit cards have a dispute process that the charge may be reversed if you contact them, if you used a credit card to make the purchase.
