Legal Question in Civil Rights Law in Maine

My nephew was arrested for driving under the influence. He tried to tell the officers that he was type one diabetic and that he was sick, not drunk. They could smell alcohol on his breath and he was acting drunk. The breathalizer test was low. He told them his doctor's name and they laughed and said there was no such doctor in the town he named. They took him in and while he was watching tv and waiting to be booked he began having seizures and became unresponsive. Shortly after he stopped breathing. They took him in that condition to the hospital in cuffs. He went on life support and continued to seize. All the tests including toxicology were negative exept the alcohol which showed a small amount of alcohol in his system. Finally the hospital said it was a diabetic condition. The police continue to guard him and are very reluctant to give the family any info, or to let us see him(including his mom). Have his rights been violated, what should he do? He is doing better
