An attorney can practice wherever s/he is licensed. There are some areas of practice that are federal, allowing a lawyer admitted in one state to conduct that limited practice in other states. In addition, most if not all states allow out of state lawyers to appear in their courts upon application for special admission (latin term: pro hac vice), usually in association with local counsel. Most states also allow out-of-state lawyers with a transitory/temporary need to come to that state to do so (to interview witnesses, take depositions, meet with clients, etc).
