how does one go about erecting a monument/huge wind turbine on private property?
(the legal process, not the construction)
and this is a high school that I'm talking about, not my home.

You will need permits. You might start at the town code enforcement office and tell them your plans. They should let you know what permits will be needed. You may want to get a lawyer or contractor to help you through the process.
