paying a bill
My brother went to my closest friend for help on bad tax bill.
She has been helping him for 7 years and never charged him.
Now, we have had a bad time with our friendship. My brother just got a bill from her for those past 7 years? Is this legal?

The issue you are really presenting is the collectability of the "loan". What were the terms? was it supposed to be a gift? was anything ever paid back on it, either in money, labor or personal property? is there anything in writing that indicates if it was a gift or was supposed to be paid back?
The legal burden is on the creditor to prove that it was a loan if it is not voluntarily paid back.
