how do you go by starting a charity Poker tournement? and is it legal for me to do so?

You need to go through the ME state laws to determine what you will need to do. Unless you have an attorney do this, you should search online and probably call relevant state agencies. Your municipality may also have an interest in this type of activity. What you do with the money is very important.
