How can I get a divorce from my husband, as he is in another country and refuses to sign papers.

The issues to be considered are jurisdiction of Maine Courts and proper method of service. Were you married in Maine? How long have you lived here? Have you lived here together? do you jointly own a home here? Are there children in Maine? Is your husband in the military? If he is in the military, there are specific steps to be taken.
If he is not in the military, and Maine's Courts do have jurisdiction, then he can be served unwillingly with the papers to start the divorce in a Maine Court. The key is to determine how service of process is served in that country and be sure that an affidavit is obtained by the process server so the Maine Court can rely upon it.
