Can a non-profit organization create posters using images found on the internet if the images are not clearly copyrighted?

No. Anything created after 1922 is presumptively still protected by copyright. Notice of copyright is not required under the 1976 Copyright Act. Even if you have reason to believe that a specific post-1922 image is not protected (e.g., a renewal required under the 1909 Act was not done) it would be wise to have an attorney verify the status for you. Lots of nasties await you if you are careless about this kind of thing.
