need to find proof SETTLEMENT to garnish court ordered payments.
I won a small claims case against a former tenant, who has failed to pay a cent. I have been to court 3 times already and have done the motion for contempt, winning each time, still no money received.
I've heard from a reliable source that the defendant has come into $20k via some kind of settlement and went out and purchased a jeep and a snowmobile. This man has no bank accounts.
Are settlements (this is most likely from either an auto or work accident) public record? I need to find proof of this before bringing him back to court. He lies in court and the system isn't working. How do I attain proof of this settlement, keeping in mind he has no bank accounts?
Any help on this matter would be greatly appreciated. I don't know where else to turn.

If there was a lawsuit, you may be able to determine who paid him.
A better way of finding his assets is to have a credit check done by a proper firm, they should be able to find out if he has a vehicle in his name. If so, you can seek a writ of attachment and have it sold, assuming there is equity.
There are other ways as well. I am not a collection attorney, but you might want to contact one at this stage and see if they can be of assistance.
