notice to quit
When giving a notice of eviction is it ok to just write it on a plain piece of paper with the reason for the eviction. Also can I enter the apartment property with out the tenant being there, If i have given them a written notice that i will be inspecting it weekly?

No, you are required to follow the eviction procedures establish by law. Failure to do so will render you liable for civil (and potentially criminal) liability.
