Public Utility Consumer Rights

The external electric meter on house was faulty. Complained several times w/ no action. Finally had second source remove meter, found burnt plug. Second source re-used damaged meter because our utility Co-Op '' didn't have any,''.

Finally had an energy audit, replaced old meter, found breaker box dangerous and non-complient w/code - being replaced right now by Y-CAP agency. External meter never checked despite Federal utility regulations. They hold a debt for over ten thousand dollars. We do not believe we owe them that much due to the faulty meter.

Who should I contact for legal advice concerning arbitration or mediation with our Public Utility to solve this problem?
