Legal Question in Real Estate Law in Maine

What can I legally do?

I am a disabled handicapped person, I cannot find an apartment in my local area that will accept dogs, even with a doctors note. What can I legally do about this matter if anything. My dog is a house dog and not very big, he is a cockerspaniel, everyone seems to have ano dog policy. even with a Dr's. note,he is considered theraputic for me.
