Who owns a fire-road, the town or the property owner?

The deed of the landowner must be examined to determine if he/she owns the land. The town records should also be checked into to be sure that the road has not been "taken" for safety reasons. It is also possible that the so-called fire road serves multiple homes on a lake, etc that there is a survey/plan recorded that not only gives everyone rights, but also indicates if its a private road.
