Sump pump runoff

My neighbor is running a sump pump 24/7 right now. The water runs down their driveway and into the (private) road we both live on. It puddles there in a large dip and then flows onto my property and around into my basement through a walk out door. What do I do?

Document the problem with photos, video of both the water intrusion in your basement and the pumping of it by the neighbor, and then put the neighbor on notice, in writing, save a copy, of the nuisance they are creating, and request that they redirect the water in a different fashion. There must be a less intrusive way that has been done previously of this would be an annual problem.
