water rights

I bought a house and on my deed their are no water rights. When I went for a building permit the code enforcement officer told me that their was an asterik next to my property indicating that I had water rights. Do I??

Do you mean rights to use water that passes through your property like a stream, or do you mean that you have the right to access the water, like an easement to use a common area along a lake or oceanfront? Such a right should be in your deed, but may be in your condo documents, neighborhood association declaration, or a predecessor's deed. However, the tax card is not legally binding.
