wondering if there is any law to prevent a company from placing a commercial dumpster to close to someones property line?

The law you are referring to is municipal zoning. The best approach is to contact the Town/City Code Enforcement office, and take the time to visit in person rather than call. Explain your concern and do some research and discussion regarding set back requirements, screening requirements, etc. Is it a restaurant dumpster or just regular trash? Chances are the property permit does provide you some protection.
