What happens when one of three beneficiaries does not want to keep a house that was left to them but the other two beneficiaries do want to keep it and not sell it.

There would be a negotiation and hopefuly an agreement with the beneficiaries. The 2 who wish to keep the property need to buy out the third. The consideration for the buyout can be other estate assets, or the property can even be financed. If there is no agreement at all, ultimately, the party that wants out can file a Court action and seek a Judicial determination of value and possibly force a sale of the property.
